Public opposition causes at least a delay

While opponents welcomed the news that a hotly debated waste-fuel power plant planned for West Bountiful is now on ice, their concerns still simmer.
"Putting a project on hold is not the same as terminating a project," said Cecilee Price-Huish, who has spearheaded a movement against the 109-megawatt petroleum-coke plant.
The proposed facility was under review by the state's Division of Air Quality, until Consolidated Energy Utah chose to "put this project on hold."
…a groundswell of public opposition, led by healthy-environment groups and nearby residents, pushed the proposal into the spotlight during a period of poor air quality throughout the Wasatch Front.
Critics questioned the wisdom of allowing more dirty emissions when pollution spikes continue to be a problem in Salt Lake and Davis counties and when the state expects some difficulty meeting new federal pollution standards for fine particulates.
The company -- which did not return phone calls or e-mails -- said its plant would have been the world's cleanest petcoke facility. It also said: "Nevertheless, we will strive to achieve an even cleaner solution."
That is still too dirty, say some opponents.
The pollutants emitted by the plant would have been intensely toxic, he said, and there are no technological advancements, "that would make this an acceptable project, especially in the backyard of thousands of people."
